It was on 26th February, 2013 that the Indian Prime Minister approved the new format and cleared the proposal to double the weightage for General Studies (GS) papers in the Civil Service (Mains) Examination from 2013 onwards.
However, the move was not welcomed by majority of students and now has been put on hold. The major reason on which the new format has been withheld is the inclusion of English as a compulsory language. The step would have made it a tough road for the candidates from rural background to crack the UPSC examination.
Though, the government has put the new format behind the closed doors but hasn’t waived off the possibility of making it concrete in the near future. Here, Campuswalkin tries to delve into the changes that were proposed and the old format. Which one clicks with you?

English Paper |

The weightage of English Paper is 300 marks |
The weightage was divided in to two sections Section 1: Essay (200 marks) Section 2: English Comprehension and English précis (100 marks) |
Score will not be counted in the final ranking but not clearing the paper will disqualify a candidate. |
Scoring a zero may not disqualify a student as he/she can make up doing well in other papers because marks in all the main papers will be counted. |
General Studies |

Candidates have to sit for two papers only, Paper 4 and Paper 5 |
Candidates were supposed to sit for four papers, Paper 2, 3, 4 and 5 wherein Paper 5 (GS 4) was to be conducted on ethics, integrity and aptitude |
Each paper will consist 300 marks each |
Each paper was for 250 marks each |
Optional Subjects |

There will be 4 papers for candidates to solve |
The number of papers were cut down to 2 only |
Each paper will be of 300 marks |
Paper 6 and 7 will be of 250 marks each |
There are 30 subjects |
The number of subjects were reduced to 23, excluding Arabic, Chinese, French, German, Pali, Persian and Russian |
Medium of examination |

Candidates can answer the paper in any language given in 8th schedule of Constitution except the language papers |
Candidates were supposed to answer in the language which has been the medium of instruction in their undergraduate courses as well
Also, there must be 25 applicants opting for a specific language medium for answering the paper at least. If the number is fewer than a candidate would have to take the paper in English or Hindi. |
Interview |

The weightage for interview is 300 marks |
The weightage for interview was reduced to 275 marks |
There were no changes introduced for interview pattern in the new format only the weightage was reduced to 275 from 300 as mentioned in the table above.
Even though the 2013 UPSC format will remain the same, consensus on whether the old pattern is better than the new one is something that is yet to be seen. While the government insists that the new UPSC pattern is in the interest of the students, why is there a hue and cry on the new pattern by students?
The big question that arises is are we averse to changes without looking at its benefits in the long run or is the government just being insensitive and is limiting the UPSC exam to the elite class?
