As per UPSC rules, there are only three categories other than general for the orthopaedically handicapped, blind and deaf-mute. You don’t seem to fall in any of these categories. So you come under general category. If the disability is less than 40 per cent, the candidate is treated as normal provided s/he fulfils all other conditions of the employment notice. Otherwise the candidate should submit a disability certificate issued by a competent authority. You can consider applying to private sector companies, many of which have special recruitment schemes for visually challenged professionals.
