BITS Pilani is a premium institute in India. All courses offered there are recognised, and rich in quality. If you get through Civil Engineering in BITS Pilani, then you should take it up without any hesitation. DCE (now known as DTU) is also a very good college. By virtue of the college rankings, BITS is above DTU.

As far as your course is concerned, both colleges' Civil Engineering is reputed with good infrastructure facilities. Although it depends from person to person, BITS Pilani has a better placement record as compared to DTU.
