It would be better to go to IGNOU directly and seek a clarification because it is quite surprising that a leading Government organization like IGNOU would be deviating from the established norms of running or authorizing technical courses which compulsorily need AICTE approval to legally operate in India. When you have an answer to how this rule has been circumvented, probably you would be able to take more appropriate actions. As far as getting AICTE approval is concerned, this is for your institute to take up.
