Automobile engineering is an offshoot of the core mechanical engineering. Look at the colleges which offer this specialization like the IIT’s and NIT’s. I personally did my specialization in Automobile Engineering from REC Rourkela (now known as NIT Rourkela). Given the lab and instructional competence requirements, a known Government sponsored institution in this domain would be your best bet.
