Chartered accountancy is primarily about accounting, auditing and taxation. A chartered accountant is trained in various aspects of finance and accounting. A CA helps companies and individuals in tax planning and compliance. You can get good career opportunities as chartered accountant in big firms after completing your CA level course.

You can do CA, if you have done your 12th with commerce steam. Since you are from the engineering background then you are not eligible to do CA.
